| 摘 要： | 当前，影响居住安全的风险源可能是地震、滑坡、泥石流、台风、洪涝等自然灾害，也可能是矿产挖掘、水库大坝、火灾、爆炸、辐射、有毒气体等人为因素参与的灾害。本文集中关注后者，基于人为因素导致的住房灾害。文章从农民的风险认知、政府的职能管理、制造风险的外部人三个方面对农村居住安全问题加以剖析，并提出相应对策。

| Abstract: | At present,the risk of residential security may come from earthquake,landslide,mudslide, typhoon,flood and the other natural disasters. It also could be mineral mining, dam,fire,explosion,radiation,toxic gases and the other factitious disaster. This paper focuses on the latter for housing risk from three aspects, the farmer＆#39;s perception of risk, government functions of management, and manufacturing risks in rural areas, to analyze security issues and propose appropriate countermeasures. |
