| 摘 要： | 文章试图明确城市增长和城市发展的定义,分析在我国城市化和城市现代化快速进程中,城市规划对城市增长促进城市发展的作用,讨论了一些"热点"问题。从城乡规划层面,提出要使城市增长更有效地促进城市发展,关键是确定切合实际的城市定位和目标,启用人才,建立城市自主增长的积累机制、自觉投入的基础设施发展机制、城乡规划编制的组织创新机制、法制管理和监督机制。
