基于DEA模型的财政支农资金效率及影响分析

运用数据包络分析方法对我国1978—2010年的财政支农资金的效率及其影响进行了分析评价，并对其中纯技术效率及规模效率均小于1的年份的投入产出投影值进行测度。通过研究发现，在这33a间我国财政支农的综合效率、纯技术效率和规模效率分别有8a、22a和8a是完全有效的，有11a的投入产出项目存在冗余，支出结构不尽合理，资金使用效果欠佳，应着重提高农业基本建设支出和农业科技三项费用这两个方面的使用效率。

Analysis of Financial Funds Efficiency for Supporting Agriculture in China and Its Influence Based on DEA Model

This paper uses data envelopment analysis （DEA） to analyze and evaluate the efficiency and influence of China＇ s financial funds ,for supporting agriculture during 1978-2010, measures the input-output projection value for the years in which both pure technical efficiency and scale efficiency are less than 1, and the research indicates that in these 33 years, the comprehensive efficiency, pure technical efficiency and scale efficiency of China＇ s financial funds for supporting agriculture are completely effective in 8 years, in 22 years and in 8 years respectively, that the input-output projects in 11 years are redundant, and that expenditure structure is not completely reasonable and capital exploitation effect is not optimal, thus, China should raise the funds exploitation efficiency in the such two aspects as infrastructure expenditure and three-fee for agricultural science and technology.
