Ice-snow culture is the essence and soul of ice-snow tourism in heilongjiang province, and in the increasingly fierce competition of ice-snow tourist market,whoever occupies the cultural commanding height can hold the initiative in the competition. By analyzing the current ice-snow tourism in Heilongjiang province,the paper indicates that the local culture connotation is not mined enough,the innovation of ice-snow tourism products is lacking,the governmental regulation is poor in exerting the brand and geographic advantages,the management level is low in lack of cultural environment,regional characteristic is not outstanding,the international competitiveness is weak.
