摘    要:针对传统挣值管理(Earned Value Management,EVM)模型中未纳入反映质量和安全等不确定性因素的量化指标,难以衡量质量和安全对项目成本、进度的影响,以至于很难有效适用于工程实际应用的问题,将工程项目管理所关注的质量和安全要素加入EVM的监测范围,在传统EVM的前提下,对安全指标进行量化评价,同时引入用于评定质量的质量指数,建立改进EVM模型。将改进的安全-质量挣值模型作为评价指标,分析考虑质量、安全要素后的进度或成本运行情况,并作为判断进度或成本变化是否受该不确定性因素影响的依据。最后将其应用于实际工程中,验证了该改进EVM在工程实践中的可行性。

Abstract:Traditional Earned Value Management (EVM) model does not include quantitative indexes that measure uncertainty factors such as quality and safety, therefore it is difficult to measure the impacts of such factors on the cost and progress of a project, making the traditional model ineffective and less applicable in project engineering. In order to tackle the problem, we took quality and safety factors into consideration. Based on traditional EVM model, we established an improved EVM model in which safety index is quantitatively evaluated, and quality index is also introduced into the model. As the evaluation indexes, the improved model can be used in analyzing the progress and cost control of a project, determining whether project progress and cost are influenced by these uncertainty factors. We also verified the feasibility of the improved model by deploying it into practice.
