农村剩余劳动力异地转移问题及对策研究

分析了农村剩余劳动力异地转移引发的一系列问题,提出了农村剩余劳动力异地转移"后遗症"的解决对策:拓宽农村就业渠道,吸引优质劳动力就近工作;不断完善农村就业环境,促进农村剩余劳动力就地转移;"预防"与"治疗"并举,宏观控制"城市病"的发生和发展;鼓励具有特殊文化的农村地区发展乡村旅游;城市农村双向努力,缓和"空巢老人"和"留守儿童"问题。

Study on Off-site Transfer Problems of Surplus Rural Labor and Countermeasures

A series of problems triggered by off-site transfer of surplus rural labor were analyzed,then the countermeasures for "sequelae" of off-site transfer of surplus rural labor were proposed,namely,broadening rural employment channels,attracting high-quality labor force working nearby;perfecting rural employment environment continually,promoting local transfer of surplus rural labor;promoting "prevention" and "treatment" simultaneously,macroscopically controlling the occurrence and development of "urban disease";encouraging the development of rural tourism with special culture;developing urban and rural areas,mitigating problems of "empty nester" and "left-behind children".
