中国煤层气开发对外合作政策评析

煤层气是与煤共伴生的新型清洁能源，在能源紧张和能源结构调整的大背景下，世界主要产煤国都非常重视煤层气开发。当前，我国煤层气开发具有高技术、高风险、投入回报周期长等特点，迫切需要加强对外合作。为此，我国政府制订了一系列政策来促进煤层气开发的对外合作。本文通过系统总结我国煤层气开发对外合作政策，来分析现行政策落实面临的障碍，并提出一些促进政策落实的对策建议。

Analysis on Foreign Cooperation Policies of CBM Development in China

Coal Bed Methane,the associated gas of coal resource,is now becoming a new kind of clean energy.For the tension of energy supply,all the main coal production countries are optimizing their energy structure,and paying more attention to the development of CBM.At present,it is an industry with high risks to develop CBM in China,because China is lack of high technologies and enough investment.Therefore,Chinese government has issued a series of policies to encourage foreign cooperation.This paper will set forth the countermeasures to perfect the foreign cooperation policy framework by the analyzing the active policies and the barriers.
