平凉市2006~2010年妇幼保健机构卫生人力资源状况分析

摘    要:目的:了解并分析平凉市妇幼保健机构人力资源配置现状及存在的主要问题,为卫生人力资源的合理配置提供依据。方法:对2006~2010年甘肃省平凉市妇幼保健机构专项调查获得的数据进行描述性分析。结果:2006~2010年平凉市各级妇幼保健机构人员缺编状况逐年加重;卫生技术人员占到在职人员75%以上,并呈增长趋势;各级机构中60%以上专业技术人员为大专以下学历,中级及以下职称人员占绝大多数,从事保健工作人员数量明显偏少,市级机构优于县区级。结论:平凉市各级妇幼保健机构存在人员缺编严重、卫生技术人员素质偏低、结构不合理、保健人员总量不足等问题,成为影响妇幼卫生事业发展的重要制约因素。

Analysis on human resource of maternal and child health institutions in Pingliang city from 2006 to 2010

Abstract:Objective:To understand and analyze the current situation and main problems existing in health resource allocation of maternal and child health institutions in Pingliang city,provide reference for reasonable allocation of health resource. Methods:The data obtained from special investigation of maternal and child health institutions in Pingliang city of Gansu province from 2006 to 2010 were analyzed. Results:The situation of staff deficiency in maternal and child health institutions in Pingliang city from 2006 to 2010 aggravated year by year;more than 75% of the working staff were health technical persons,showing an increasing trend;the educational level of more than 60% of the health technical persons in maternal and child health institutions at all levels was below than junior college,most of the health technical persons had intermediate certificate or below,the number of staff engaging in health care work was low,the maternal and child health institutions at city level were superior to the maternal and child health institutions at county level. Conclusion:The situation of staff deficiency in maternal and child health institutions at all levels in Pingliang city was severe,the quality of health technical persons was low,the allocation of human resource was unreasonable,the total number of health care staff was deficient,all the problem above-mentioned become to be the the important restraining factors of development of maternal and child health.
