土地整理可持续发展潜力研究

10年的土地整理工作主要集中在农地整理方面，新时期土地整理需拓宽工作领域，从更宽泛的渠道保证耕地红线，提高耕地质量，保障我国粮食安全。土地整理潜力主要应在建设用地复垦、灾毁地复垦、耕作层质量提高、新农村建设和城乡统筹等方面。本文采用归纳总结法和理论分析法,拓展土地整理外延，挖掘土地整理潜力，为土地整理工作可持续发展提供理论支撑。

STUDY ON THE POTENTIAL OF SUSTAINABLE DEVELOPMENT OF LAND CONSOLIDATION

The ten-year’s land consolidation has been largely concentrated on farmland consolidation. New period needs a wider fields for land consolidation to protect plowlands, improve the plowland quality and guarantee China’s foodstuff provision. The potential of land consolidation shall be focused on the rehabilitation of construction lands and disaster-destroyed lands, plowland quality, new countryside construction and urban-rural union. This paper summarizes some methods to widen the land consolidation, to enlarge the potential of land consolidation, providing a theoretical support for the sustainable development of land consolidation.
