WTO语境下的陕北"三农"问题: 机遇、挑战与对策

加入WTO有利于发挥陕北农业的比较优势,加快陕北山川秀美工程和农村基础设施建设,加快陕北改革,提高陕北农村的对外开放水平。但对农民陈旧落后的观念、农村经济体制、粮食生产、农民素质、农民就业等带来了巨大的挑战。为此,必须采取加大农民学习WTO知识的力度、加快农村产业结构战略性调整、加快农村基础设施和小城镇建设、加快农村经济体制改革和农村对外开放、减轻农民负担、加快农村教育发展等对策。

Opportunities, Challenges and counter neasures for Agriculture, Farmers and Rural Areas in Northern Shaanxi under WTO contexet

It is benificial to join WTO for Northern Shaanxi to make fun use of the advantages of its agriculture, to speed up the project of beautifying the land and the buildig of the basic facilities in rural areas and its reform,and to help it be opened to the outer world more quickly. This is a great challenge for the backward famers,so the following counter measures should be taken: [1)farmers study the knowledye of WTO even harder; 2)the decisive strategic adjustment of the economic structure,the building of basic facilities and small twons,and the opening of rural areas to the outer world be speed up;3)the burdens on farmers be reduced;4)and the education be developed more quickly]
