农业科研、教学和技术推广三结合的农业科技创新体系建设研究

科技进步是解决我国农业问题的根本出路，而当前的体制问题已经成为制约农业科技进步的最大障碍性因素。如何构建新型农业科技创新体系，是当前农业科技与农业农村经济发展中的重大问题。依据农业科技创新的区域性、公益性、综合性以及周期长的特点，把国际社会建设农业科技创新体系成功的经验与我国国情相结合，提出建立以农业科研中心、农业科技试验站和农业科技推广站3个子系统为基本结构的新型国家农业科技创新体系。

Establishing the New International Agricultural Science and Technology Innovation System

The fundamental way out for agriculture lies in progress in agrotechnical innovation, the system problem is becoming the first factor holding back the agricultural science and technology development. How to reconstruct an innovation system is a crucial problem for farming and rural economy development. Regional, public benefit, comprehensiveness and long period are four characteristics of progress in the art of agriculture. Combined with the international experience and the real situation of China, the new international agricultural science and technology innovation system may be organized by agricultural research center, experiment farm and agricultural extension station.
