长江上游干流河道采砂状况与管理思考

摘    要:长江上游河道位于山区,中下游河道则位于平原地带.长江上游河道采砂与中下游河道采砂比较,在地理环境、采砂方式和管理手段及模式等方面具有显著特点,如可采用范围小,规模不大;旱采较多;可采的砂石种类较多;采砂船的数量和功率较小;采砂与河势稳定及防洪安全的矛盾不突出;每年的可采时段较长等.简要介绍了上游河道采砂状况,并与中下游河道采砂与管理进行了对比分析,提出了加强长江上游河道采砂统一管理的建议与主张.

Abstract:The upper reach of the Yangtze river is in mountainous area and the middle and lower reach of the Yangtze river is in plain area. Comparing with the sand mining in the middle and lower reach of the Yangtze river, the sand mining in the upper stream of the Yangtze river characterizes significant features in geological environment, sand mining way and management means, such as small sand mining scope and scale, dry sand mining in most cases, multiple kinds of sands; small number and power of sand mining boats; non-violent contradiction of sand mining with river regime stability and flood control safety; long mining period in a year etc. The sand mining condition in upper reach of the Yangtze river is briefly presented and the sand mining and managements between upper reach and middle and lower reach of the Yangtze river are analyzed and compared. The suggestions of unitary management on sand mining in upper reach of the Yangtze river are put forward.
