基于人水和谐和“三条红线”的水资源配置研究

摘    要:以人水和谐为目标,在综合分析、合理确定区域取用水总量、用水效率和纳污能力“三条红线”控制指标的基础上,开展了水资源配置研究,结合人水和谐量化方法,进行了不同方案下的水资源配置结果和谐度分析,将满足“三条红线”控制指标且和谐度最大的方案作为推荐的水资源配置方案,为实施区域最严格水资源管理提供依据。

Abstract:With the goal of Human-Water Harmony,a study on water resources allocation is made based on the comprehensive analysis and reasonable determination of the control indexes for the“Three Red Lines”,i.e. regional water consumption,water utilization efficiency and water pollution bearing capacity; in which the analysis on the harmony degree of the water resources allocation under various schemes is carried out in accordance with the quantitative method of Human-Water Harmony,and then the water allocation scheme which satisfies the control index of the“Three Red Lines” and has the maximum harmony degree is to be selected as the recommended scheme of the water resources allocation for providing a basis for implementing the most strict regional water resources management.
