结合开架借阅的实践，阐述了图书拒借定义，分析了图书拒借的现象。针对图书拒借问题的实质，提出重在纠正图书借阅中管理偏位的理念。强调重树责任理念、深化借阅管理、强化业务协调、常抓读者教育等改进措施。

Aanalysis of book refusing during open-shelf in local university libraries

Through the combination of the practice of the open-shelf reading, the definition of the book refusing was elaborated. Aimed at the essence of book refusing, the idea of correcting the management deviation was proposed. Some countermeasures are emphasized such as renewing the idea of responsibility, promotiug the borrowing management, strengthening the business coordination, and paying more attention to the readers＇ education.
