试析我国渐进式村民自治的现实困境

渐进式的改革道路是我国民主政治体制改革的优选之路，作为我国基层民主建设起点和重要建设内容的村民自治也应该遵循渐进式的发展道路。但就目前而言，我国渐进式村民自治仍面临许多现实的困境。如村民民主意识和能力缺乏、政府过多干预村民自治、农村社会自治组织不能为村民自治提供发展的社会基础等等问题。要促进村民自治的发展，就应当逐渐地提高村民的参与意识和自治能力、政府逐渐放权以扩大村民自治的空间，培育农村社会自治组织以巩固村民自治的社会基础。

Analysis of the Real Difficulties of China's Gradual Villagers Autonomy

Cradual reform is the prerequisite of China's system reform of democratic politics.Villagers autonomy,as the starting point and important content of China's promotion of democracy at the grass-roots level,should be put onto the course of gradual development.But at present,China's gradual villagers autonomy faces many real difficulties,such as villagers lacking consciousness of democracy and abilities,government over-interhering villagers autonomy,self-organizations of rural community failing to provide the social base for development of villagers autonomy and so on.To promote the development of villagers autonomy,we should gradually improve villagers' sense of participation and autonomous abilities,and the government should gradually grant power to lower levers and allow villagers to keep bigger room of villagers autonomy in order to breed self-organization in rural community,so that the social base of villagers autonomy will be strengthened.
