上海社区应对重大公共卫生风险的规划思考

社区作为城市治理的基本单元,在应对新型冠状病毒肺炎(COVID-19,以下简称"新冠肺炎")疫情时,已成为公共卫生防控的最前沿和市民安全保障的"最后一公里"。基于当前国内外应对此次疫情的实践分析,重新审视上海社区应对重大公共卫生风险的既有能力,提出社区公共卫生安全治理体系架构中应融入"纵向贯通、横向整合"的理念设想,通过开展空间统筹、方案引导、共识达成、数据支持4个关键行动,构建能面向未来又具上海特色的社区生活圈单元网络。

Planning Methods for Shanghai Communities Confronting Major Public Health Risk Affair

As the basic element of urban governance, the community should be the strongest bastion confronting the epidemic and the lastkilometer defending of public safety by citizens ourselves during this battle against the novel coronavirus. The paper re-examines the new challenges of Shanghai community circle to respond to major public health risks based on the analysis of cases from both domestic and foreign countries. Aiming to build world-class community units with Shanghai characteristics, we should apply the concept of vertical and horizontal integration into the community epidemic prevention system, using four key measures of overall spatial planning, scheme guidance, mechanism improvement and technological innovation.
