软土地下工程的风险管理

摘    要:我国的风险管理研究仍然有待于学术界、工程界以及政府部门的共同推动。在上海市轨道交通四号线发生重大工程事故之后,上海已把重大工程的风险管理提上议程。文章论述了推广软土地下工程风险管理的重要性,并对风险管理的基本步骤(风险辨识、风险评估、风险决策)以及风险评估的方法进行了简要的介绍。最后结合上海市轨道交通四号线修复工程以及轨道交通十号线工程的风险评估实例,说明了地下工程风险管理的可行性和重要性。

Abstract:Risk management will be more widely adopted in China with strong pushes from the academics,engineers as well as the government.After the huge accident involving Metro Line No.4 in Shanghai,for all key projects in Shanghai now implementation of risk management is required.This paper discusses the importance of risk management for underground projects in soft soils,introduces the basic approaches for risk management(risk identification,risk assessment,risk control) and a practical technique for risk assessment.Two recent cases including the restoration of one section of damaged tunnel at Shanghai Metro Line No.4 and risk assessment for Shanghai Metro Line 10 are introduced in this paper to illustrate the importance and usage of risk management in underground projects in Shanghai.
