| 摘 要： | 水资源短缺成为制约经济社会发展的"瓶颈"因素,建设节水型社会是实现水资源可持续利用与经济社会可持续发展的战略举措.通过探讨,明确了我国节水型社会建设的目的与任务,根据用水现状和节水潜力,以及我国国情和体制与机制,对节水型社会建设的重点进行了分析,指出了节水型社会建设的难点.

| Abstract: | Establishing water-saving society is a strategic measure for the realization of sustainable utilization of water resources as well as sustainable development of China's economy and society, since water shortage has been a bottleneck that restrains the economic and social development. The paper clarifies the target and task for the establishment water-saving society, based on current water use conditions and potential of water saving. Difficulties with water-saving society establishment are also pointed out by means of analyzing local conditions, management system of our country. |
