| 摘 要： | 文章阐述了公立医院从传统人事管理向现代人力资源管理转变。分析了公立医院现行人力资源建设中存在的问题，导致人力资源配置缺乏效能。针对存在的问题提出了改进对策，切实起到优化人力资源配置的作用。

| Abstract: | This article expounds the transformation of public hospital from the traditional personnel management to the modern human resources management, analyzes the problems existing in the current human resources construction of public hospital which lead to the lack of efficiency in manpower resource, as well as puts forward the improvement measures for the existing problems to play the role of the optimize allocation of human resources. |
