| 摘 要： | 排污权交易是一种以经济和效率见长的污染物总量控制手段,自20世纪90年代以来,排污权交易已有多个试点案例,但至今为止,我国还没有可以称得上是规范的、成功的排污权交易,所有的案例依然停留在概念上。文章从实施排污权交易的要素出发,分析了我国在开展电力排污权交易过程中存在的问题,并提出了相关政策建议。

| Abstract: | Emission trading policy is a means of controlling pollutant, with characteristics of economy and efficiency. China has many pilot case studies since emission trading was introduced in 1990s, but no case is normative and successful. Emission trading has still remained at the concept stage. The paper analyzes the problems of emission trading pilots according to the essential of implementing emission trading policy, and provides the relevant suggestions. |
