| 摘 要： | 提出了高新技术产业发展的要素分析框架．并在此基础上，指出市场是高新技术产业发展的前提．人才是高新技术产业发展的关键因素，资全是高新技术产业发展的保障。并在市场、人才、资金的条件下，进行适当的技术创新，走可持续发展之路，高新技术产业才能得到长足的发展。
