通过大学结构调整促进高等教育公平

在对目前我国高等教育公平状况进行考察的基础上,分析了影响教育公平的负面因素,认为高等教育结构的不合理是其中的关键要素。指出,我国高等教育大众化背景下要提升教育公平,就要改革现有高等教育结构,在保留少数研究型大学和适量教学型大学的前提下,其余普通高校和高职院校转型为社区大学;并提出保证这一结构调整实现的两点建议:(1)大学功能定位要多元化;(2)资源配置方面,国家支持少量研究型大学,地方政府支持社区大学,介于研究型大学和社区大学之间的高校引入社会资本支持其发展。阐述了金融危机背景下推动大学结构调整的思路。

Promoting Higher Education Equity through Adjusting University Structure

This study summarizes our country's higher education equity conditions,investigates factors that block improving equity in higher education,and identifies structure irrationality as the core reason.
