Property Rights and the Reform of State-owned Enterprise

An enterprise is the nexus of a series of contracts.The importance of the arrangement of property rights comes from incomplete contracts in reality.In our country,the incompleteness of property rights affects the efficiency and vitality of state-owned enterprises heavily.For this reason,establishing the system of complete property rights is the core for performing a reform in a state-owned enterprise.Currently,the basic direction of property rights reform is being explored to achieve the best form of modern public ownership.Public-owned is not the same as state-owned.Property rights reform can transform national net property into national capital.
