基于 AHP—熵值法的 PPP 项目风险评价模型研究

风险控制对于一个 PPP（Public-Private Partnership）项目的成功实施至关重要。在对文献梳理和案例总结结的基础上，选取 PPP 项目风险评价指标，构建 PPP 项目风险评价指标体系，运用 AHP—熵值法评价模型对 PPP 项目各风险指标进行权重计算，得出各风险评价指标的综合权重，确定各项风险对 PPP 项目的影响程度。研究表明，在 PPP 项目实施过程中，建造风险和政治风险对项目实施有显著影响。研究结论可为我国 PPP 项目风险控制的研究和实际操作提供参考依据。

Modle Research on Risk Evaluation of PPP Project Based onAHP- Entropy Method

Risk control is critical to the successful implementation of a public-private partnerships project .On the basis ofsorting the literature and summing up the cases，this paper select the public-private partnerships project risk evaluation indexes，to establish PPP project risk evaluation index system，using the AHP- entropy method evaluation model calculate the weights foreach risk indexes，acquiring the comprehensive weight of each risk assessment indexes to determine the degree of risk on PPPprojects. Study have shown that，in PPP project implementation，construction and political risks have a significant impact on theimplementation of the project. Study result can provide reference for the study of PPP project risk control and practice.
