摘    要:抄表收费作为电力营销工作的重要组成部分,直接影响到电力企业的经济效益。长久以来电力企业抄表收费工作一直沿用手工抄表、人工催费核算的经营管理模式,存在着抄表不及时、估抄、漏抄、错抄等现象,给电力企业带来了巨大的经济损失。基于上述原因,建设"全覆盖、全采集、全费控"的用电信息采集系统,实现自动抄表、自动算费出账、全面费控的自动化模式,为电力营销业务应用中的其他业务提供用电信息数据源、用电控制手段及综合应用分析功能,大幅提高工作效率,剔除人为因素引起的估抄、漏抄现象,从而实现电力营销精益化管理。

Abstract:As an important part of the electric power marketing, the meter reading charge directly influences economic benefits of electric power enterprises. The existing management and operation mode with manual meter reading and manual fee collecting and accounting has been applied to power enterprises for a long time. However, the issues of not timely reading, prediction instead of reading, no reading and reading by mistake for such a mode result in huge economic loss for power enterprises. Thus, there is a need to construct an electric energy data acquiring system, which uses an automatic mode of full meter reading, full charge calculation and full charge management, provides electricity information data, electricity consumption control methods and comprehensive analysis functions for other businesses of the marketing system. It will be helpful to substantially improve work efficiency, to avoid the phenomenons of prediction instead of reading and no reading resulted from human factors, and to make marketing management lean.
