关于完善内蒙古农村最低生活保障制度的思考

剖析了内蒙古农村最低生活保障制度在保障标准、保障对象、保障范围、保障资金的操作、法律上存在的问题,提出要按照既保障贫困人口的基本生活又克服其依赖思想的原则,科学制定最低生活保障标准,准确界定最低生活保障对象,扩大地方财政投入,征收社会保障税,将部分福利彩票收入运用到农村低保中,加强人员和资金管理,从法律上确定农村最低生活保障制度的地位。

Ideas on the Establishment of the Rural Minimum Living Security System in Inner Mongolia

The problems of rural minimum life insurance policy in the aspects of insurance standard,insurance target,coverage,operation of insurance fund and law in Inner Mongolia were expounded.It was proposed that according to the principle of insuring poor people's fundamental life and overcoming its dependent thought,minimum living insurance standard should be designated scientifically,lowest life insurance should be prescribed,regional financial investment should be enlarged,social insurance tax should be levied,partial welfare lotteries should be used into rural low insurance,staff and financial management should be strengthened and rural lowest life insurance policy should be determined in terms of law.
