云南玉溪村庄规划编制方法与实施机制研究

笔者在2015-2016年期间参与完成多个玉溪市城郊的村庄规划编制任务,在此过程中发现,随着云南全省村庄规划编制的快速推进,玉溪市在村庄规划编制工作中不可避免地面临前期工作不扎实、编制中期效率低、规划成果少创新和实施效果不理想等问题。本文对此进行深入思考,认真分析产生这些村庄规划编制与实施问题的原因,并提出相符的应对策略,结合笔者在实践中的工作模式,探索村庄规划高效的编制方法与实施机制,以期对玉溪市乃至云南省未来的村庄规划编制与实施工作产生一定有益影响。

In this paper, this depth of thought and analysis yielded the planning and implementation of the cause of the problem in these vilages, and made consistent with coping strategies, combined with the author mode in practice, to explore the vilage planning and efficient compilation method and implementation mechanisms, in order to Yuxi have some beneficial effect on the future of the city and even Yunnan vilage planning and implementation.
