老工业基地调整改造视角下的黑龙江省城镇化

黑龙江省城镇化的发展具有“外生型”的总体特征,同时计划经济时期形成的“单位制”的城镇社会组织模式也抑制了“内生的”城镇化要素的成长。黑龙江省城镇化战略实施中的人口城镇化的存量和增量问题、区域城镇化的均衡发展和非均衡增长问题是现实中急需深刻认识的两个问题。在发展思路上,要积极推动城镇化“内生”要素的成长,增强区域的自主发展能力,切实实施大、中、小城市和小城镇协调发展的策略,逐步实现经济发展与城镇化互动和区域协调发展,实现城镇社会组织结构与城镇空间结构的优化。

URBANIZATION OF HEILONGJIANG PROVINCE UNDER THE BACKGROUND OF REVITALIZATION OF OLD INDUSTRY BASE

UrbanizationofHeilongjiang province features an “outwards-advanced” development. Furthermore, “unit system”, the model of city social organization developed in planned economy, re- strained the development of “inwards-advanced” element. Therearetwo problemsin implementing the urbanization strategy of Heilongjiang, one is about the population; the other is about the balance of growth. In order to promote the urbanization of the province, it is necessary to improve the growth of “inward-advanced” element,strengthen self-support- ing ability of the region, implement the strategy of a coordinated development of cities and towns, so as to gradually realizethe integrateddevelopmentamong economy, urbanization and the region.
