我国控规编制存在问题及技术创新——基于四城市控规编制实践分析

控规编制的意义体现为其规划要求的落实。然而规划变更乃至失效的情况,在不少地区的控规实践中频有发生。以＂规划编制应面向规划实施＂为线索,在分析我国当前控规编制技术存在问题的基础上,以深圳、上海、南京、济南四城市的控规编制实践为例,从控规的控制层次、控制内容、控制原则、成果体系等方面剖析并提炼它们的技术创新路径。为我国其他地区进行控规改革、提高控规实践性提供有益经验。

Analysis on Problems And Technical Innovation of Regulatory Planning:Based on the Practices of Four Cities

The meaning of regulatory plan is reflected only in its implementation.However,frequent changes happen when the plans are carried out.Based on the clue that ＂Planning Is for Implementation＂,this paper analyzes the current problems in planning techniques.Innovative experiences in planning implementation from Shenzhen,Shanghai,Nanjing and Jinan provide practical approaches in aspects of controlling in hierarchy,contents,principles and achievements.The ideas offer beneficial experience in enhancing practicality of regulatory plans for other regions in China.
