当前户籍制度改革中的三个误区

当前户籍制度改革在认识与实践中存在误区:一是对户籍制度本质内涵认识模糊,改革重心错位;二是户籍制度改革的价值取向定位为城镇化,不仅不能使户籍制度改革走向深入,反而扭曲了城镇化的本义;三是改革在力度、步骤选择上没有综合权衡相关制度、政策,以致过分追求速度,急于求成,使改革的预期效果大打折扣。户籍制度改革的重心应是对户籍分等特点的剔除,而不仅仅是取消户籍分类;户籍制度改革的价值取向也不应该是城镇化,人口迁徙自由才是其价值取向的本质概括;诸多主客观因素决定改革总体上只能是渐进的。

Misunderstandings about China's reform of household registration system exist in cognition and practice. One is that the connotation of household registration system reform is not clear to the innovators and the center of reform is wrong. The second is that urbanization is inaccurately regarded as the value orientation of China's reform of household registration system, so that the reform can't go deep and urbanization is distorted. The third is that without taking account of the relative systems and policies, reform seeks for the speed excessively that results in the anticipation having being abated. The reform should emphasize eliminating rating in system but not sort; the value orientation of the reform should be free migration urbanization; as a whole, the reform should be performed gradually.
