| 摘 要： | 人才结构性矛盾尤其是高层次人才短缺问题是影响交通科技和交通事业又好又快发展的重要制约因素之一。有效解决这一矛盾和问题，关键在于完善科技管理体制，创新人才工作机制，消除不利于人才向高层次发展的现实困境。

| Abstract: | Structural contradiction of talented persons is an important restraint factor which affects the good and fast development of traffic science and technology and traffic industry, especially the shortage of higher grade talented persons. To settle the contradiction and problem effectively, the key is improving the management system of science and technology, innovating of the work mechanism of talented persons, and eliminating the actual predicament of talented persons developing to higher grade. |
