| 摘 要： | 分析龙岩山区近年来高标准基本烟田土地整理实施情况,着重从项目组织模式、资金筹集模式、工程管护模式、资金管理模式、工程承包模式、权属调整模式、监管模式、土地流转模式及烟叶生产组织形式等9个角度进行探讨,研究龙岩山区基本烟田土地整理模式构建因素。并结合龙岩山区实际情况,提出解决存在问题的措施建议,以期促进龙岩山区今后大规模推进基本烟田土地整理工作。

| Abstract: | High standard basic tobacco field consolidation in Longyan mountain area in recent years was analyzed with focus on project organization mode, financing mode, project management, capital management, project contracting, ownership adjustment model, regulation and land circulation pattern. The establishing factors of consolidation model in mountain area in Longyan were investigated. Suggestions were put forward for future large scale basic land consolidation work by taking into account local conditions. |
