西部人力资源开发现状及对策

文章提出 ,在实施西部大开发战略中 ,一项基础性、关键性工作是如何开发利用好西部人力资源。西部人力资源的现状是人力资源数量较大 ,但质量偏低 ,贫困人口众多 ,人才缺乏和流失严重 ,以及人力资源配置不当。造成这种状况的主要原因是观念相对落后 ,投入不足 ,体制改革较为滞缓。只有树立人力资源意识 ,发展教育 ,加快制度和机制创新 ,才能加快西部人力资源开发 ,西部经济发展才会得到一股持续、稳定的动力源泉

Analysis on the Status Quo and Counter-measures of the Man Resources Development in the West Region of China

The article holds,during the implementation of west development,that is a basic and key work to develop and utilize man reso urce in the west.The status quo of that is large in quantity but low in quality ,with large poor population,lack of talents and improper distribution.The cause of this situation mainly lies in the old-fashioned ideology,inadequate investment,and the slow step of system reform.Only w ith the consciousness of man resource,developing education and quickening the st ep of system and institution innovation,the devopment of west man resource will be accelerated,and a source of continous and steady metive will be available fo r west economy.
