市县级水库大坝信息化监管平台建设研究

为提高水库尤其是中小型水库的规范化管理水平,弥补水库现场管理单位技术力量不足,实现市县水库管理机构对所管辖水库的有效安全监管,通过分析市县级水库管理机构的业务管理现状、信息化管理需求,采用统一的系统架构和平台,基于标准的行业数据库表结构,研发了市县级水库大坝信息化监管平台,并提出了针对不同水库管理单位已建各类信息化系统的异构数据资源的整合共享方案。通过该平台,水库主管部门可掌握所管辖水库的运行动态、安全情况以及业务管理执行情况等,使各水库处于在控状态,推进水库管理的现代化。相关成果可为市县级水利信息化建设提供参考。

Study on information supervision platform of reservoir dam at county-level

To standardize the management of reservoirs, especially small and medium-sized reservoirs, improve the management skills of reservoir management units, realize the effective safety supervision on reservoirs under the relative administrations, we analyze the current management of county-level reservoirs as well as the needs of information management. According to this, we develop an information monitoring platform based on standard industry database table structure for county-level reservoir projects using an unified system architecture and platform, and propose a plan to share the established various types of data resources that belong to various reservoir management units. Through the platform, the reservoir management departments can master the operation condition and usual business of reservoir units and make all reservoirs under control. The results can provide a reference for the construction of water informatization at county-level.
