试论建立健全统计之行政程序

进一步增强行政程序意识、加强行政程序的建设,是政府部门的一项十分重要的任务。在当前,作为政府部门的统计机构,注重行政程序的建立和健全工作,并认真依照行政程序开展各项统计活动显得尤为重要。本文坚持理论联系实际的原则,对统计行政程序的含义、建立健全统计行政程序的重要意义、统计行政行为决策程序和统计行政程序建立健全中的若干关键问题等方面进行了初步的探讨,对于深入推进统计部门的依法行政具有一定的参考价值。

On the Administrative Procedure of Establishing Integrated Statistics

Further strengthening the consciousness of administrative procedure and the construction of the procedure is an important task of the government. At pressent, it becomes especally important for the statistics agency of the government to pay attention to the establishment and integration of the administrative procedures and to conscientiously abide by the procedure to carry out statistics activities. Abiding by the principle of combing theories to reality, the paper conducts initial discussion to the key issues of connnotation of administrative procedure, the importance of building and integrating the administrative procedure, the procedures of administrative decisionmaking and the establishment and integration of statistics administrative procedure. Also the paper provides the reference to the further promotion of administrative activities of the statistics department abiding by law.
