| 摘 要： | 今年汛期，由于嫩江流域的几条支流发生大洪水，导致松嫩于流水位持续居高，江河横溢，泛滥成灾，通过考察，分析了洪涝灾害，论述了水土流失造成生态环境恶化、加剧了洪涝灾害程度。说明了水土保持在防洪减灾中的重大作用。得出结论：解决水土流失问题，做好水土保持工作，是不容忽视的防洪和减少泥沙淤积江河的根本措施，并对今后水土荼提出了建议。

| Abstract: | Extraordinary floods occurred one after another in several tributaries of the Nenjiang watershed in flood season of 1998, and raised the water level in trunk stream of the Nenjiang and Songhuajiang rivers. The rampant floods caused enormous losses to the life and property of people. The paper analyzes the causes of flood formation and waterlogging through field investigation. Soil erosion worsens the ecological environment and aggravates the flood and waterlogging disasters. The paper concludes that water and soil conservation is the fundamental solution to the flood control and sedimentation prevention. Several suggestions are made about soil water conservation in the future. |
