摘    要:在创新人才、创新主体和创新环境要素构成体系的基础上,引入耦合协调模型,利用2004年和2014年截面数据,对23个中国科技创新城市进行创新要素耦合评价。结果显示,样本城市整体耦合协调水平不高,多处于高度和中度耦合协调阶段,极度耦合协调阶段和低度耦合协调阶段的城市极少;样本城市的区域特征明显,京津冀地区、长三角地区、珠三角地区的城市位居前列,中西部地区和东北地区城市表现乏力;以上海、北京和深圳为代表的部分城市具备创建全球科技创新中心的基础优势,可在政策方面有所侧重,有效推进全球科技创新中心建设进程。

Evaluation of China Science and Technology Innovation City Based on System Coupling
Abstract:This paper, from the perspective of system coupling theory, consider the degree of coupling coordination between various systems of innovation elements, and the basis of talent, subject and environmental elements. The results are as follows: According to the comprehensive development level of all the sample cities, we can see that the overall coupling level of the whole sample cities is not high, and most of them are in the stage of high and moderate coupling coordination. The cities with extremely coupled coordination and low coupling coordination are few; Regional characteristics are obvious, located in the Beijing-Tianjin-Hebei region, the Yangtze River Delta region, the Pearl River Delta region cities are in the forefront, and located in the central and western regions and northeast cities are in the bottom; The cities, with the advantages of elements creating the global science and technology innovation center, like Shanghai, Beijing, Shenzhen, should get more policy support, so as to effectively promote the process of the global science and technology innovation center construction.
