| 摘 要： | 人民群众的和谐是社会主义和谐社会的基础,社会主义和谐社会必须坚持以民为本;这是由人民群众的历史主体地位、中国共产党的宗旨与执政理念以及特定的社会现实所决定的。而构建“民本型”和谐社会关键在于政府,要求政府的职能定位由审批型向服务型转化,建立健全民主化决策机制,并构筑起对人民群众的情感工程。

| Abstract: | The People's harmony is the foundation of Socialism Harmonious Society, and Socialism Harmonious Society must stick to the principle of basing on the people, which is determined by the people' s historical status, the purpose and executive concept of the Communist Party, and the specific social reality. The government is the key to construct a harmonious society "basing on the people", which requires the function determination of government should change from checking and approving to servicing, and perfect the democratic determination system and construct a warming project for the people. |
