电子治理风险分析：基于政治、经济、社会、技术的视角

源于20世纪末的治理革命与信息通讯技术（ICT）的结合催生了以信息通讯技术为手段的电子治理,它将成为信息时代政府实现善治的新思路。然而,电子治理的发展却面临着政治、经济、社会和技术方面的风险,包括电子治理实施的制度与决策困境;资金缺乏;公民参与缺乏、数字鸿沟扩大,以及信息安全与创新问题。相应地,电子治理的实现需要从创新组织制度、完善法律法规;突破资金与技术瓶颈;培育公民社会、缩小数字鸿沟;保障信息安全、加快技术创新等方面形成应对策略。

Risk of E-Governance from Perspective of Politics,Economy,Society and Technology

The combination of governance revolution and information and communication technology（ICT） promoted e-governance with ICT as the instrument.E-governance will be a new way for good governance.However,as it develops,there are political,economic,social and technological risks,which include problems such as the plight of system and policy for the implementation of e-governance,the lack of capital,the citizen participation,digital divide,information security and innovation.Accordingly,the realization of e-governance needs measurements,such as innovating institution,consummating law system,breaking funds bottleneck,fostering civil society and shortening digital divide,ensuring information security and promoting information innovation.
