| 摘 要： | 随着我国工业化进程的加快和经济的迅猛发展,对矿产资源的需求急剧增加,供需矛盾日益尖锐,"走出去"勘查、开发利用境外矿产资源以弥补国内资源供应不足势在必行。本文从世界矿产资源的分布特征、经济全球化发展对"走出去"的内在要求、国内资源供应不足、"走出去"正面临着巨大机遇等4个方面分析了我国实施勘查开发境外矿产资源战略的必要性,从5个方面对我国近年来勘查开发境外矿产资源的现状与存在的问题进行了综合分析研究,进而从建立完善的支持政策与宏观管理体系、全球矿产资源战略布局、收集研究目标资源国信息、投资和经营境外矿产资源的方式、培育大型国际矿业公司等5个方面提出了建设性意见。
