| 摘 要： | 我国资源枯竭型城市经济转型期主要会遇到产业转型艰难、企业倒闭、就业形势严峻、财力不足等诸多困难,转型期的体制机制建设有待加强。本文以萍乡资源枯竭型城市经济转型为例,分析了资源枯竭型城市经济转型面临的下岗职工就业问题突出、居民生活困难,产业结构单一、财政收入不足,城市环境污染严重等方面的巨大压力,在总结、探讨对国内外资源枯竭型城市经济转型期在多元化经营、产业整体退出以及新主导产业扶植等方面的体制机制建设经验的基础上,就成立强有力的协调管理机构、建立健全资源型城市可持续发展长效机制,以及完善长效机制的配套机制等方面提出了具体建议。

| Abstract: | Resources-exhausted cities in China will be in trouble in industrial transformation, bankrupt, employment, and finance during economic transformation, which requires an enhancement in mechanism construction. This paper, based on a case study on Pingxiang city, analyzes the problems in economic transformation such as unemployment, living, simplex industrial structure, financial income, urban environmental pollution, discusses some experiences in diversified industries, whole industrial withdrawal and new leading industrial construction, and presents some suggestions establishing administrative organizations, sustainable development and supporting system optimization. |
