对提高办学效益几个问题的思考

提高办学效益，必须首先从提高内部管理效率上下功夫。高等教育事业的发展，需要投入充分的教育资源。但现实的状况是，高等教育事业的发展长期受到教育资源供给不足的制约，同时，在对现有资源的使用上又存在着资源浪费和管理效率低下的问题。本文认为，当前制约高校办学效益的因素主要有：专业过多过细，不能形成规模效益；机构设置庞大，资源浪费严重；“学校办社会”使学校包袱过重。作者还提出了如何提高办学效益的几点对策：（１）扩大办学规模，提高规模效益；（２）稳步推进后勤社会化；（３）积极实施下岗分流，减员增效

Consideration of the Problems about Raising the Benefit for Running a School

In order to raise the benefit for running a school, we should work hard at improving the inner management efficiency first. The development of the educational cause of the institutes of higher learning must be given plenty of educational resources. But the present state is that the development of the educational cause of the institutes of higher learning has been limited by the insufficient supply of the educational resources for long and at the same time problems such as waste of resources and inefficient management have been existing in the usage of the now available resources. The article presents that the main factors restricting the benefit for running a school include specialities being too many as well as too elaborate division to come to benefit in scale, comber some administrative structure causing the serious waste of human resources, and the system that a school taking the part of a society laying heavy burden on a school. The article, focusing on the factors listed above, puts forward the following countermeasures such as ( 1) extending the scale of running a school and improving the benefit in scale, ( 2) steadily carrying forward rear service to socialization and ( 3) carrying actively out the present day policy decrease of personnel and increase of benefit.
