| 摘 要： | 本文比较各国军队医疗保障的主要特点,阐述"十一五"期间卫生事业费增长为保障军人健康权益所取得的成就,重点分析由于增长机制缺失、医改政策调整压力与管理机制滞后并存,导致军队医疗保障制度所面临的挑战,提出以提高保障效益为核心的医疗保障制度改革的政策建议。

| Abstract: | The article compared the main characteristics of foreign military medical care, described achievements of health expenditure growth during the Eleventh Five -Year period for protecting health interests of military personnel. The authors focused on challenges confronted by military health security system, due to lack of growth mechanism, tightening of medical reform policy and lagged management. Some suggestions are proposed to enhance the security efficiency as the core of the health security system reform |
