台湾地处环太平洋地震带,在欧亚板块与菲律宾海板块相互碰撞作用下,地震活动强烈。为加强对台湾地区地震活动的监测工作,深入了解台湾地区的地震活动特性,减轻地震灾害,经过十几年的不断整合与建设,台湾地区已拥有“实时地震观测网”、“实时强地动观测网”、“自由场强震观测网”、“全球卫星定位系统GPS观测网”和“宽频地震网”,以及“强震预警系统”和“强震速报系统”等多套地震观测处理系统。为促进海峡两岸地震学界的深入认识和了解,增进两岸交流与合作,本文对台湾地区地震观测系统发展和现状做了较为详细的介绍。  相似文献

Equity is usually interpreted in terms of the concept of justice, such that an equitable share of the atmospheric space is understood in terms of past emissions. This emphasizes the collective nature of sharing the burden of mitigation and the duty to act for those who have emitted the most. An alternative is considered: the aggregate costs and benefits to all Parties that could result from both increasing the level of collective ambition and implementing a climate regime that supports bold actions across all Parties. The regional impacts and carbon flow costs across differentiated scenarios are assessed and it is argued that the majority of developing-country Parties would be better off if a high ambition outcome to which all contributed, but some more than others. Moreover, those with middle or low emissions would have proportionally more to gain (or lose) relative to the level of ambition compared to those that have had higher emissions. The climate regime should be built on the principle of common but differentiated responsibility and respective capabilities (CBDR&RC), in which all act early even if some do much more; one that accounts for justice but does not forget hope.

Policy relevance

Differing interpretations of equity and the principles of the United Nations Framework Convention on Climate Change (UNFCCC) are discussed, with a focus on how these can enhance or hinder collective action. Whilst the climate change negotiations are usually taken as games in which one party gains and another loses, and interactions are dogged by continuous conflict, it is explored instead how negotiation responses can be framed in terms of cooperation. This would emphasize the gains that could be achieved by common but differentiated collective action, which could result in a collective avoidance of impacts. The possibilities that this shift of perspective could bring are explored by comparing costs under global cooperation (or lack of it). It is found that cooperation reduces the total costs for these regions. Thus, thinking in terms of cooperation focuses the options for negotiation on the means and interpretations of the UNFCCC principles that spur action and avoid climate impacts through collective action.  相似文献

Governance of solar geoengineering is important and challenging, with particular concern arising from commercial actors’ involvement. Policies relating to intellectual property, including patents and trade secrets, and to data access will shape private actors’ behavior and regulate access to data and technologies. There has been little careful consideration of the possible roles of and interrelationships among commercial actors, intellectual property, and intellectual property policy. Despite the current low level of commercial activity and intellectual property rights in this domain, we expect both to grow as research and development continue. Given the public good nature of solar geoengineering, the relationship between the public and private sectors would likely assume a procurement structure. Innovative policy approaches to intellectual property and data access that are specific to solar geoengineering are warranted. These current circumstances also present opportunities for the development of policy and norms that might soon be lost. We consider some possible approaches, and recommend a bottom‐up, primarily nonstate, voluntary “research commons” for patents and data that are related to solar geoengineering. This would facilitate information sharing and limit data fragmentation and trade secrecy. It would also provide an incentive for commons members to pledge to limit some forms of intellectual property acquisition and to assure access on reasonable terms, thereby limiting the need for enforcement. This should help reduce downstream barriers to innovation and to encourage the potential development of technologies at reasonable cost. Such a research commons might also catalyze the adoption of best practices in research and development. This article is categorized under:

Violence, particularly among minority youths, is a perennial social problem widely regarded as synonymous with the inner city. This analysis examines 2, 639 juvenile gun crimes reported to the police in an 11-year period, 1980-1990, in Baltimore, Maryland. Attention focuses on patterns of selected categories of gun crimes and their relationship to a generalized areal measure of social stress. Salient findings were temporal persistence of pattern; close spatial relationship between gun crimes and (predominantly African-American) census tracts at or above the 8th decile in terms of a social stress index; the territorial nature of gun crimes; and a “frontier” effect with respect to gun crimes with black offenders and white victims. Applications of this analysis to violence prevention are discussed.  相似文献

The article analyzes patterns in the distribution of manufacturing job losses that have been certified as trade‐induced by the U.S. Department of Labor. Spatial patterns in the likelihood of job loss are examined in the United States for the period from 1994 to 2002, with particular emphasis on county‐level patterns in New England. The findings demonstrate that the pattern of losses was correlated with measures of economic vitality and competitiveness including per capita income, educational attainment, occupational structure, and inventiveness. These results suggest that trade‐induced deindustrialization is borne most heavily by places ill‐equipped to compete in a more open, integrated international economy.  相似文献

Geographical indications are legal signs which identify a good as originating in a specific country or region, where the reputation of the product is attributable to its geographical roots. South Korea has operated with a geographical indication system since 1999. This research analyses the regional impacts of geographical indications using the case study of 'Boseong' green tea. The results show that geographical indication has enhanced the image of the product, leading to increased production and the stimulation of tea-related industries. We argue that geographical indication can be used as an effective policy to cope with trade liberalisation.  相似文献
