Climate change is upon us. While debates continue over how to mitigate emissions, it is evident that many parts of the world will need to adapt to an increasingly unstable climate. However, the persistence of climate denial presents a significant barrier to climate change response; if a future in which the climate has dramatically changed cannot be imagined, there is little motivation to act. Using qualitative interview data, our research investigates community responses to climate change adaptation planning in a coastal region of Australia identified as highly vulnerable to future sea level rise. While the local council engaged in extensive consultation to develop an adaptation plan, community opposition to proposed development changes ultimately resulted in a ‘wait and see’ response. We show how the community’s local understandings of place informed temporalities that led to a practice of climate denial. We outline three processes by which climate denial is socially organised: anchoring the past via historical reference; projecting continuity through a nostalgic lens of managing disaster; and enclosing the present by prioritising existing economic value. We show how these processes result in the social organisation of climate denial, and an inability to plan for a climate changed future.  相似文献

Climate science to date demonstrates that natural and human systems must urgently adapt. Adaptation refers to changes in societies and ecological systems as they respond to both actual and anticipated impacts of the changing climate. While adaptation is not limited to the level of planning and policy, existing adaptation practice privileges institutional action. We argue that the definition of adaptation should be broadened to include the small, incremental changes made in our daily lives to accommodate the shifting ecologies in which we live. Drawing on critical adaptation research and our own ethnographic fieldwork in the Global South, we define everyday adaptation as the shifted ways a person works, eats, lives and thinks in response to climate realities, rather than the hardening of coastlines or the relocation of vulnerable structures. We integrate and build on existing scholarship on adaptation and the everyday to theorize the logics of everyday, hyperlocal adaptation. This hyperlocal scale is a critical component of any definition of adaptation and a useful lens for studying the way much of the global population adapts and will continue to adapt their lives to climate change. We offer two theoretical components of adaptation revealed by the everyday - adaptation labor and value adaptation – as lenses to see changes in everyday action. Through considering hyperlocal action, we then identify and explore four logics of everyday adaptation actions: lifestyle stability, socio-ecological reactivity, livelihood flexibility, and community capacity. Everyday adaptations are limited by individuals’ capacity to adapt and thereby determine the longevity, livability, and quality of life of places on the frontlines of climate change. We argue for understanding the aggregate effects of everyday adaptation in order to better align the actions of those living with climate change in their everyday lives and the large-scale adaptation projects aiming to protect them.  相似文献

Globally, coastal aquaculture particularly shrimp farming has been under huge criticism because of its environmental impacts including devastating effects on mangrove forests. However, mangroves are ecologically and economically important forests, and the most carbon-rich forests in the tropics that provide a wide range of ecosystem services and biodiversity conservation. Carbon emissions are likely to have been the dominant cause of climate change and blue carbon emissions are being critically augmented through mangrove deforestation. Because of mangrove deforestation, different climatic variables including coastal flooding, cyclone, drought, rainfall, salinity, sea-level rise, and sea surface temperature have dramatic effects on coastal aquaculture. Mangrove forests have been instrumental in augmenting resilience to climate change. The “Reducing Emissions from Deforestation and forest Degradation (REDD)” program can help to restore mangroves which in turn increases options for adaptation to climate change. However, technical and financial assistance with institutional support are needed to implement REDD+.  相似文献

Flood management and adaptation are important elements in sustaining farming production in the Vietnamese Mekong Delta (VMD). While over the past decades hydraulic development introduced by the central government has substantially benefited the rural economy, it has simultaneously caused multiple barriers to rural adaptation. We investigate the relational practices (i.e., learning interactions) taking place within and across the flood management and adaptation boundaries from the perspective of social learning. We explore whether and how adaptive knowledge (i.e., experimental and experiential knowledge) derived from farmers’ everyday adaptation practices contributes to local flood management and adaptation policies in the selected areas. We collected data through nine focus groups with farmers and thirty-three interviews with government officials, environmental scientists, and farmers. Qualitative analysis suggests that such processes are largely shaped by the institutional context where the boundary is embedded. This study found that while the highly bureaucratic operation of flood management creates constraints for feedback, the more informal arrangements set in place at the local level provide flexible platforms conducive to open communication, collaborative learning, and exchange of knowledge among the different actors. This study highlights the pivotal role of shadow systems that provide space for establishing and maintaining informal interactions and relationships between social actors (e.g., interactions between farmers and extension officials) in stimulating and influencing, from the bottom-up, the emergence of adaptive knowledge about flood management and adaptation in a local context.  相似文献

A rights-based approach to ‘adaptive social protection’ holds promise as a policy measure to address structural dimensions of vulnerability to climate change such as inequality and marginalisation, yet it has been failing to gain traction against production and growth-oriented interventions. Through the lens of Ethiopia’s flagship Productive Safety Net Programme (PSNP), we trace the role of climate discourses in impeding progress towards socially transformative outcomes, despite the importance of social protection for building resilience. We argue that intertwining narratives of moral leadership and green growth associated with Ethiopia’s national climate strategy shape how the PSNP is rendered ‘climate-smart’. These narratives, however, are embedded within politics that have historically underpinned the country’s drive for modernisation and growth-oriented policies, particularly in dealing with food insecurity. Like pre-existing narratives on development and the environment, they rationalise the presence of a strong central State and its control over natural resources and rural livelihoods. The PSNP is thus conditioned to favour technocratic, productivist approaches to adapting to climate change that may help reproduce, rather than challenge the entrenched politics at the root of vulnerability. Ultimately, this case study demonstrates how climate discourses risk diluting core rights-based dimensions of social protection, contradicting efforts to address the structural dimensions of vulnerability to climate change.  相似文献

适应是《联合国气候变化框架公约》及其《巴黎协定》下的重要谈判内容。2018年12月举行的第24次缔约方大会(COP24)就适应议题后续实施方案达成了共识,为全球气候治理带来新的机遇和挑战。中国在未来全球气候治理中,如何借助新成果推动国内适应工作稳步发展,积极发挥中国作用,是新形势下亟需考虑的重要问题。基于此,本文梳理了适应议题的焦点问题、各集团和缔约方的立场观点,展望了2019—2025年适应相关议题主要工作安排,并对此提出了中国未来适应领域完成相关工作需要考虑的应对措施建议,包括:(1)深入分析国际信息报告体系与国内信息的联系,梳理国内适应工作亮点,为构建高质量报告奠定基础;(2)构建跨部门跨地区协作机制,加强信息搜集与完善,有效提高数据和信息统计功能;(3)强化气候变化适应技术、规范、标准等科学研究的作用,为制定政策规定时纳入相应技术要求、提高政策规定等需求提供科学性和可操作性的服务。  相似文献

This article studies the participation of stakeholders in climate change decision-making in Alaska's National Parks. We place stakeholder participation within literatures on environmental and climate change decision-making. We conducted participant observation and interviews in two planning workshops to investigate the decision-making process, and our findings are three-fold. First, the inclusion of diverse stakeholders expanded climate change decision-making beyond National Park Service (NPS) institutional constraints. Second, workshops of the Climate Change Scenario Planning Project (CCSPP) enhanced institutional understandings of participants' attitudes towards climate change and climate change decision-making. Third, the geographical context of climate change influences the decision-making process. As the first regional approach to climate change decision-making within the NPS, the CCSPP serves as a model for future climate change planning in public land agencies. This study shows how the participation of stakeholders can contribute to robust decisions, may move climate change decision-making beyond institutional barriers, and can provide information about attitudes towards climate change decision-making.  相似文献

ABSTRACT

As increasing evidence shows that the risks of climate change are mounting, there is a call for further climate action (both reducing global emissions, and adaptation to better manage the risks of climate change). To promote and enable adaptation, governments have introduced, or are considering introducing, reporting on climate risks and efforts being taken to address those risks. This paper reports on an analysis of the first two rounds of such reports submitted under the UK Climate Change Act (2008) Adaptation Reporting Power. It highlights benefits and challenges for reporting authorities and policymakers receiving the reports that could also inform other countries considering such reporting. For reporting authorities, benefits arise from the reporting process and resulting reports. These benefits include elevating climate risks and adaptation to the corporate level and with stakeholders, alongside facilitating alignment and integration of actions within existing risk management and governance structures. For policymakers, reporting provides enhanced understanding of climate risks and actions from a bottom-up perspective that can be integrated into national-level assessments and adaptation planning processes. The identified challenges are those related to capacity and process. These include limited risk and adaptation assessment capacities; relevance of climate change risks and adaptation in the context of other urgent risks and actions; reporting process effectiveness and robustness; and the provision of effective and sufficiently comprehensive support, including feedback.

Key policy insights
  • Effective adaptation reporting needs to be designed and delivered so as to enhance the value of the reporting process and resulting reports both for those reporting and those receiving the reports, as well as from the broader policy perspective.

  • Providing a positive and supportive reporting environment is critical to encourage participation and facilitating contiuous learning and improvement, while also facilitating delivery of policy-relevant adaptation reports.

  • Contributions of adaptation reporting can be enhanced by an inclusive reporting requirement involving a broader organizational mix that enables more effective risk management and reporting that reflects associated (inter)dependencies and consistency with the more comprehensive post-2015 resilience agenda (Paris Agreement, Sendai Framework for DRR and UN Agenda 2030 SDGs).

“一带一路”沿线地区气候灾害类型多样,分布广泛,其中水资源短缺和洪涝灾害频发等水资源问题是“一带一路”沿线国家的主要气候风险之一。文中对“一带一路”沿线国家提交的国家自主贡献(NDC)中提出的水资源相关适应措施进行了分析评估。结果表明,气候变化及水资源相关风险已经受到了“一带一路”沿线国家的普遍关注,大部分国家都或多或少提出了针对性的适应措施,如优化水资源管理、提高水资源利用效率、强化监测预警、增加基础建设等。然而目前还存在一些不足之处,包括:以中东欧国家为主的部分“一带一路”沿线国家NDCs中缺乏适应相关的内容;西亚/中东和中亚地区对于风险关注的范围不够全面,缺乏对未来潜在洪水风险的评估和预案;在中亚、南亚和中东等水争端问题突出的地区缺乏合适的国际合作机制;大部分国家缺少对水环境的关注。为提高“一带一路”沿线国家气候适应能力,构建完善的气候适应体系,建议完善国家自主贡献报告、建立国际合作机制,增加对气候变化研究的关注和投入,保障“一带一路”建设绿色可持续发展。  相似文献
