This paper looks at how the term 'sustainable development' has been used in the process of regional plan making over the past decade. It emphasizes the differing geographies of these debates within England, in terms of how sustainable development has been used to justify different types of approach in different parts of the country. Both drawing on and challenging recent work on state theory, the paper argues the need to see regional planning as a part of a multi-scalar governance system, whose importance should not be underestimated.  相似文献

We present a case study of the organizational framework of the Gulf of Mexico Alliance (GOMA), which was implemented to promote the use of ecosystem-based management (EBM) at a regional level. GOMA is a state-led initiative formed to protect and restore coastal and marine resources of the Gulf of Mexico. Representatives of the US Gulf States, together with their federal partners, clearly defined ecological, social, and economic short- and long-term objectives to be reached through regional collaborations. The aim of this paper is to show how GOMA, and particularly the Ecosystem Integration and Assessment Priority Issue Team, in its attempt to apply ecosystem approaches to manage marine resources, modified the common organizational scheme by implementing partnerships at various governmental (federal, state, local) and nongovernmental levels. We address the following major points considered to be of importance for EBM implementation: (1) multilevel cooperation, (2) stakeholders’ involvement, (3) sharing of information, (4) bridging science and policy, and (5) consensus-based decision making.  相似文献

We consider the scenario in which the presence of ammonia in the bulk composition of Enceladus plays a pivotal role in its thermochemical evolution. Because ammonia reduces the melting temperature of the ice shell by 100 K below that of pure water ice, small amounts of tidal dissipation can power an “ammonia feedback” mechanism that leads to secondary differentiation of Enceladus within the ice shell. This leads to compositionally distinct zones at the base of the ice shell arranged such that a layer of lower density (and compositionally buoyant) pure water ice underlies the undifferentiated ammonia-dihydrate ice layer above. We then consider a large scale instability arising from the pure water ice layer, and use a numerical model to explore the dynamics of compositional convection within the ice shell of Enceladus. The instability of the layer can easily account for a diapir that is hemispherical in scale. As it rises to the surface, it co-advects the warm internal temperatures towards the outer layers of the satellite. This advected heat facilitates the generation of a subsurface ocean within the ice shell of Enceladus. This scenario can simultaneously account for the origin of asymmetry in surface deformation observed on Enceladus as well as two global features inferred to exist: a large density anomaly within the interior and a subsurface ocean underneath the south polar region.  相似文献

Over one thousand objects have so far been discovered orbiting beyond Neptune. These trans-Neptunian objects (TNOs) represent the primitive remnants of the planetesimal disk from which the planets formed and are perhaps analogous to the unseen dust parent-bodies in debris disks observed around other main-sequence stars. The dynamical and physical properties of these bodies provide unique and important constraints on formation and evolution models of the Solar System. While the dynamical architecture in this region (also known as the Kuiper Belt) is becoming relatively clear, the physical properties of the objects are still largely unexplored. In particular, fundamental parameters such as size, albedo, density and thermal properties are difficult to measure. Measurements of thermal emission, which peaks at far-IR wavelengths, offer the best means available to determine the physical properties. While Spitzer has provided some results, notably revealing a large albedo diversity in this population, the increased sensitivity of Herschel and its superior wavelength coverage should permit profound advances in the field. Within our accepted project we propose to perform radiometric measurements of 139 objects, including 25 known multiple systems. When combined with measurements of the dust population beyond Neptune (e.g. from the New Horizons mission to Pluto), our results will provide a benchmark for understanding the Solar debris disk, and extra-solar ones as well.  相似文献

Simultaneous spectroscopic and photometric observations of the Z Cam type dwarf nova SY Cancri were used to obtain absolute flux calibrations. A comparison of the photometric calibration with a wide-slit spectrophotometric calibration showed that either method is equally satisfactory. A radial velocity study of the secondary star, made using the far-red Na  i doublet, yielded a semi-amplitude of   K 2= 127 ± 23 km s−1  . Taking the published value of  86 ± 9 km s−1  for K 1 gives a mass ratio of   q = M 2/ M 1= 0.68 ± 0.14  ; this is very different from the value of  1.13 ± 0.35  quoted in the literature. Using the new lower mass ratio, and constraining the mass of the white dwarf to be within reasonable limits, then leads to a mass for the secondary star that is substantially less than would be expected for its orbital period if it satisfied a main-sequence mass–radius relationship. We find a spectral type of M0 that is consistent with that expected for a main-sequence star of the low mass we have found. However, in order to fill its Roche lobe, the secondary must be significantly larger than a main-sequence star of that mass and spectral type. The secondary is definitely not a normal main-sequence star.  相似文献

The axisymmetric formulation of the governing equations for geomechanics in the framework of smoothed particle hydrodynamics (SPH) is presented in this study. Two forms of SPH discretization for the motion equations, which are labeled as form I and form II, are proposed, and the methods to compute the hoop stress and strain terms including hoop strain rate and the acceleration introduced by the hoop stress are compared. To avoid possible singularity problem near the axis of symmetry, a perfectly smooth contact along with ghost particles are applied to prevent the real particles from overly approaching the axis of symmetry to remove this potential singularity. In addition, the Mohr–Coulomb constitutive model is implemented into the SPH formulation in describing soil behavior. Four numerical tests are carried out to validate and compare the accuracy and stability of the proposed algorithms, and their results are compared with analytical solutions and results from FEM analysis. The performance in these comparisons suggests that SPH II with hoop terms computed through direct hoop method is more stable than the others, and the adoption of contact for the symmetric axis is efficient in eliminating the singularity problem. Sea-level rise is likely to cause significant changes in the morphodynamic state of beaches in the higher latitudes, resulting in steeper beaches with larger particle sizes. These physical changes have implications for beach invertebrate communities, which are determined largely by sediment particle size, and hence for ecosystem function. Previous studies have explored the relationships between invertebrate communities and environmental variables such as particle size, beach slope and exposure to wave action, and often these physical variables can be integrated in various indices of morphodynamic state. Most of these studies incorporated a full range of beach types that included wave-dominated surf beaches, where the wave action is harsh enough to enable reliable estimates of breaker height, a parameter included in several of the indices, and concluded that more dissipative beaches with gentler slopes and finer particle sizes often support a higher number of species and greater abundance than more reflective beaches. Whether these predictions remain valid for less wave-dominated beaches, where breaker height is more difficult to determine, is uncertain. In the present study, the abundance of meio- and macrofauna was quantified across a range of beaches in the UK, which are generally towards the lower energy end of the morphodynamic gradient, and their relationships with beach physical properties explored. No significant relationships were found between abundance and the standard morphodynamic indices, but significant relationships were found for both macro- and meiofaunal abundance when these indices were combined with an exposure index (derived from velocity, direction, duration and the effective fetch). All the relationships identified between abundance and combined morphodynamic indices indicated a higher abundance of both macro- and meiofauna on the more dissipative beaches. The reverse was however found for species richness. If predictions that accelerated sea-level rise will move beaches towards a more reflective morphodynamic state are correct, this could lead to declines in the abundance of meio- and macrofauna, with potential adverse consequences for ecosystem functioning.  相似文献

Summary. Babour & Mosnier's results showing no frequency dependence between the anomalous horizontal magnetic field above a conductor and the difference between the horizontal magnetic fields above and below the conductor over a wide range of frequencies led them to conclude that this effect is due to current channelling. A two-dimensional numerical model of a conductive channel, with a uniform horizontal source field, shows the same effect over a wide range of frequencies. A zircon grain in an orthopyroxene–garnet–phlogopite–zircon–rutile-bearing xenolith from Udachnaya, Siberia, preserves a pattern of crystallographic misorientation and subgrain microstructure associated with crystal–plastic deformation. The zircon grain records significant variations in titanium (Ti) from 2.6 to 30 ppm that corresponds to a difference in calculated Ti-in-zircon temperatures of over several hundred degrees Celsius. The highest Ti concentration is measured at subgrain centres (30 ppm), and Ti is variably depleted at low-angle boundaries (down to 2.6 ppm). Variations in cathodoluminescence coincide with the deformation microstructure and indicate localised, differential enrichment of rare earth elements (REE) at low-angle boundaries. Variable enrichment of U and Th and systematic increase of Th/U from 1.61 to 3.52 occurs at low-angle boundaries. Individual SHRIMP-derived U–Pb ages from more deformed zones (mean age of 1799 ± 40, n = 22) are systematically younger than subgrain cores (mean age of 1851 ± 65 Ma, n = 7), and indicate that open system behaviour of Ti–Th–U occurred shortly after zircon growth, prior to the accumulation of significant radiogenic Pb. Modelling of trace-element diffusion distances for geologically reasonable thermal histories indicates that the observed variations are ~ 5 orders of magnitude greater than can be accounted for by volume diffusion. The data are best explained by enhanced diffusion of U, Th and Ti along deformation-related fast-diffusion pathways, such as dislocations and low-angle (< 5°) boundaries. These results indicate chemical exchange between zircon and the surrounding matrix and show that Ti-in-zircon thermometry and U–Pb geochronology from deformed zircon may not yield information relating to the conditions and timing of primary crystallisation.  相似文献
