国外空间规划研究与实践的新动向及对我国的启示   总被引:7,自引:0,他引:7  
空间规划是可持续发展必不可少的公共管理工具。20世纪90年代以来,人们认识到空间规划应该具有协调和整合空间发展的功能,而不仅仅是部门性的土地利用管理体系;应该关注地域的可持续发展,而不是一味地追求增长;应该关注不同利益人之间共识的形成,而不是简单地分析一定地域空间开发的适宜性和先后顺序。20世纪90年代以来国外空间规划实践的一些新动向: a) 重新分配空间规划的权利和职能; b)注重全纳性的参与; c) 重视空间规划的协调与整合; d)强化空间规划的环境维度; e)增强空间规划的灵活性。基于此对我国的空间规划实践得到几点启示: a)空间发展的战略框架和行动计划相结合; b)形成适合于我国的规划参与机制; c)在增强规划约束性的基础上增加灵活性; d)强化区域层次的空间规划; e)突出空间规划的公共管理职能。  相似文献

Following the move to a 'post–medical' geography, a large amount of research has come to focus on public health issues. This paper explores these current geographies of public health and argues for the development of a more critical perspective. In particular, it draws on commentary that has emerged out of debates that have taken place within a body of literature usually identified as the critical 'new' public health. The paper goes on to argue that such scholarship offers crucial insights for the production of a critical geography of public health.  相似文献

Institutional capacity is an important element for climate change adaptation (CCA) and the development of such capacity is a great challenge in a Least Developed Country like Cambodia where resources are limited. An important first step to increasing capacity is via an understanding of the level of existing capacity; future priorities can then be subsequently identified. This study aimed to assess the capacity of organizations to implement climate change activities in Cambodia in order to provide such a basis for building capacity. Four elements of capacity were investigated in this research: (1) financial resources, (2) cooperation and coordination of stakeholders, (3) availability and quality of information on vulnerability and adaptation to climate change, and (4) the level of understanding of climate change vulnerability and adaptation. The data were collected through semistructured interviews with a wide range of government and non-government informants across a number of sectors. Results of the study showed that informants perceived capacity for CCA to be very constrained, especially in terms of financial resources and cooperation, and addressing these factors was ranked as the highest climate change capacity priority. Institutional capacity constraints were considered to relate more generally to weak governance of CCA. In light of our research findings, the absence of local higher education institutions in CCA activities should be addressed. The support of such institutions would provide an important mechanism to progress both capacity development as well as partnerships and coordination between different types of organizations and relevant sectors.

Policy relevance

Capacity for CCA within Cambodian health and water sectors was perceived to be very constrained across a range of interdependent factors. Increasing funding was ranked as the highest priority for building capacity for CCA; however, governance factors such as ‘improved cooperation’ were also ranked highly. Improving stakeholders' awareness of the availability of adaptation funds and resources, and their responsiveness to funding criteria, is an important implication of our research, as is improving the mobilization of local resources and the private sector. To address the issue of weak cooperation among stakeholders, improving the coordination function of the National Climate Change Committee (NCCC) regarding stakeholder engagement and capacity building is crucial. Ensuring that CCA activities are based on sound information and knowledge from across different disciplines and, importantly, include the perspectives of vulnerable people themselves, ultimately underpins and supports the realization of the above priorities.  相似文献

ABSTRACT

The continuous submission and scaling-up of Nationally Determined Contributions (NDCs) constitutes a key feature of the Paris Agreement. In their NDCs, states propose governance mechanisms for implementation of climate action, in turn distinguishing appropriate roles for the state in climate governance. Clarity on Parties’ suggested roles for the state makes explicit assumptions on the premise of climate policy, in turn contributing to enhanced transparency in negotiations on the scaling-up of NDCs. This also speaks to ongoing debates on roles for the state in climate governance literature. This article identifies the governance mechanisms proposed by states in their NDCs and the roles for the state envisioned by those governance mechanisms, and also examines how cross-national patterns of roles for the state break or converge with conventional patterns of international politics. The analysis shows that states propose a plurality of roles, which to different extents may be complementary or conflictual. We conclude that income, region, and the Annexes under the United Nations Framework Convention on Climate Change (UNFCCC) are important for understanding suggested roles for the state, but that there are nuances to be further explored. We argue that this paper has three key findings: i) a majority of states rely on market mechanisms to implement their NDCs while rules on implementation and assessment of market mechanisms are still an outstanding issue in the negotiations, meaning that resolving this issue will be essential; ii) the process for evaluating and assessing qualitative governance mechanisms needs to be specified; and iii) increased awareness of differing views on the state’s roles makes explicit different perspectives on what constitutes an ambitious and legitimate contribution to combating climate change.

  • A majority of states (> 75%) envision the state as regulator (creating and strengthening legislation), market facilitator (creating and maintaining market structures), or facilitator (creating more favourable material conditions for climate-friendly behaviour).

  • Greater awareness of differing views on roles for the state can increase understanding of different perspectives on ambition and legitimacy of contributions, in turn facilitating trust in negotiations.

  • A distinction between substantive and procedural qualitative governance mechanisms and their function and interaction would facilitate the stocktaking dialogues.

The release of excessive anthropogenic nitrogen contributes to global climate change, biodiversity loss, and the degradation of ecosystem services. Despite being an urgent global problem, the excess nitrogen is not governed globally. This paper considers possible governance options for dealing with excessive nitrogen through target setting, which is an approach commonly adopted to address global environmental problems. The articulation of the nitrogen problem and the numerous international institutions dealing with it, provide evidence of a nitrogen regime characterised by limited coordination and targets covering sources and impacts only partially. This calls for improving the nitrogen governance in the direction of more integrated approaches at the global scale. In this vein, the paper investigates two opposite governance options – here labelled as ‘holistic’ and ‘origin-based’ – and evaluates them for their capability to define solutions and targets for human-induced nitrogen. From the analysis, it emerges that origin-based solutions can be preferable to holistic solutions as they can be more specific and potentially have greater immediate results. Independent from which governance arrangement is chosen, what matters most is the speed at which an arrangement can deploy solutions to combat (fast-growing) nitrogen pollution.  相似文献

Ecosystem-based management of fisheries and other transboundary natural resources require a number of organizations across jurisdictions to exchange knowledge, coordinate policy goals and engage in collaborative activities. Trust, as part of social capital, is considered a key mechanism facilitating the coordination of such inter-organizational policy networks. However, our understanding of multi-dimensional trust as a theoretical construct and an operational variable in environmental and natural resource management has remained largely untested. This paper presents an empirical assessment of trust and communication measures applied to the North American Great Lakes fisheries policy network. Using a scale-based method developed for this purpose, we quantify the prevalence of different dimensions of trust and in/formal communication in the network and their differentiated impacts on decision-making and goal consensus. Our analysis reveals that calculation-based ‘rational trust’ is important for aligning mutual goals, but relationship-based ‘affinitive trust’ is most significant for influencing decision-making. Informal communication was also found to be a strong predictor of how effectively formal communication will influence decision-making, confirming the “priming” role of informal interactions in formal inter-agency dealings. The results also show the buffering and interactive functions of these components in strengthening institutional resilience, with procedural trust undergirding the system to compensate for a lack of well-developed relationships. Overall, this study provides evidence to suggest that informal communication and multi-dimensional trust constitute a crucial element for improving collaboration and reducing conflict in the networked governance of transboundary natural resource systems.  相似文献

Governance failures are at the origin of many resource management problems. In particular climate change and the concomitant increase of extreme weather events has exposed the inability of current governance regimes to deal with present and future challenges. Still our knowledge about resource governance regimes and how they change is quite limited. This paper develops a conceptual framework addressing the dynamics and adaptive capacity of resource governance regimes as multi-level learning processes. The influence of formal and informal institutions, the role of state and non-state actors, the nature of multi-level interactions and the relative importance of bureaucratic hierarchies, markets and networks are identified as major structural characteristics of governance regimes. Change is conceptualized as social and societal learning that proceeds in a stepwise fashion moving from single to double to triple loop learning. Informal networks are considered to play a crucial role in such learning processes. The framework supports flexible and context sensitive analysis without being case study specific.First empirical evidence from water governance supports the assumptions made on the dynamics of governance regimes and the usefulness of the chosen approach. More complex and diverse governance regimes have a higher adaptive capacity. However, it is still an open question how to overcome the state of single-loop learning that seem to characterize many attempts to adapt to climate change. Only further development and application of shared conceptual frameworks taking into account the real complexity of governance regimes can generate the knowledge base needed to advance current understanding to a state that allows giving meaningful policy advice.  相似文献

A key challenge for effective, ongoing urban climate adaptation is to adapt institutions within urban governance. While an extensive foundation of empirical knowledge on urban climate adaptation has accumulated over the last decade, our image of institutional adaptation continues to be dominated by a focus on planning. Whilst understandable, this can obscure a fuller range of areas in which institutional adaptation to climate change is being pursued. Furthermore, methodological path dependency in large-N analysis via a common focus on analyzing formal planning documents risks a skewed perspective as such documents may only offer a partial view. Building on the rich range of work to date assessing climate adaptation in cities, and notwithstanding continued major gaps such as in small-medium cities, we now need to find ways to examine the diversity of institutional adaptation occurring in practice, and to comparatively draw on the situated interpretive knowledge of case experts within individual cities to do so. With this aim in mind, this paper explores institutional adaptation in a specific domain (urban water) in a sample of 96 major cities across six continents through a survey of 319 case experts, examining the diversity of institutional adaptation across contexts and exploratively probing its drivers. Findings show that multiple forms of institutional adaptation are being jointly pursued in cities across all continents, leaning towards ‘softer’ rather than ‘harder’ forms, but nonetheless revealing a wide range of activity. Patterns in drivers suggest a political explanation for institutional adaptation (e.g. involving change agents and political pressure) rather than a rational one (e.g. involving response to climate-related risks and/or extreme events). Overall, there is a need to combine parsimony with expanded interpretive sensibility in advancing large-N research on institutional adaptation diversity in comparative perspective.  相似文献

Understanding how science, technology and innovation can best help to accelerate progress in achieving sustainable development remains a grand challenge for researchers and practitioners. In the context of the global consultation process for preparing a post-2015 Sustainable Development Agenda, various science-based actor networks have emerged, aiming to translate research into political decision-making and to inform transformations towards sustainability. Over the last years, these networks seem to have taken an ever-growing role in structuring the science-policy interface in global sustainability governance. The question arises, however, how they understand and organize ‘scientific knowledge integration’ in sustainability politics.This study offers a structured comparison of twelve global science-based actor networks engaged in the implementation of the Sustainable Development Goals. It shows that these networks use two types of strategies to foster scientific knowledge integration in sustainability governance. A new framework emerges, in which each strategy corresponds to two main approaches of scientific knowledge integration: The entrepreneurial strategy generally seeks to advance advice-oriented and solution-oriented knowledge processes, while assessment-oriented and learning-oriented processes in scientific knowledge integration are mainly promoted through a mediating strategy.  相似文献

 根据IPCC全球气候变化情景,分析了石羊河流域未来可能气候变化趋势及其对流域河川径流量的影响。利用宏观经济水资源模型,研究了不同径流变化情景对石羊河流域治理规划效果的影响。结果表明:若石羊河流域未来径流量减少15%,对流域现状发展模式和治理模式经济影响将分别为29.8%和7.2%。石羊河综合治理可提高流域应对气候变化风险的能力,减小气候变化对流域社会经济的影响。  相似文献
