The utilisation of Social Impact Assessment (SIA) in Iran is analysed in terms of its policy context and its application in practice. Five case studies where SIA was employed in conjunction with Environmental Impact Assessments (EIA) for agricultural development projects are evaluated. In addition, the performance of the policy context is assessed. This research revealed that there are legal and institutional constraints to the effective functioning of SIA in Iran, and that there are deficiencies in the operating guidelines. There were serious problems associated with the way SIA was undertaken in all five case studies. Recommendations to improve the policy framework for the conduct of SIA are made. The recommendations advocate for a higher profile of SIA within legislation, for social issues to have greater emphasis in official guidelines for the conduct of EIA and SIA, and for a range of measures to increase the professionalism of SIA practice.  相似文献

A national Baumol–Oates tax on waste in Denmark helped achieve a reduction of 26% in net solid waste from 1987 to 1998. The tax, which is levied per ton of waste, was particularly effective as regards the heavier waste streams such as construction waste and garden waste. When it comes to industrial and commercial waste, there are indications that the waste tax is not sufficiently significant to induce changes in behavior, and that except for very waste-intensive enterprises, companies do not seem to be very price sensitive. For household waste, the impact of the tax can be improved where tariffs for garbage collection are weight based, rather than per unit. However, the waste sector is an area in which the price signals are modified and filtered by institutionalized practices in municipal administration, and in which true-cost pricing is not easy to achieve. Hence, the rational choice assumption of environmental economics needs to be supplemented by an institutional dimension to interpret responses to environmental taxes correctly. Humanity's future depends on the preservation of natural ecosystems that supply resources and absorb pollutants. Rural and urban productions are currently based on chemical products made from petroleum, which are responsible for high negative impacts on the Biosphere. In order to prevent those impacts, efficient public policies seeking for sustainable development are necessary. Aiming to assess the load on the environment (considering the gratuitous contributions of natural systems—a donor's perspective) due to human-dominated process, a scientific tool called Emergy Evaluation has been applied in different production systems, including crops and farms. However, there is still a lack of emergy studies in the context of watersheds, probably due to the difficulty of collecting raw data. The present work aims to carry out an assessment of Mogi-Guaçu and Pardo watershed, through the combined use of Emergy Evaluation and Geographical Information System. The agricultural and natural land uses were considered, while urban areas were excluded. Emergy flows (expressed in seJ ha−1 yr−1) obtained for all agricultural and natural land uses were expanded for the whole watershed and the emergy indices were calculated. The results show that the watershed has: low renewability (%R = 32%); low capture of natural resources through high external economic investment (EYR = 1.86); low dependence on natural resources (EIR = 1.16); and moderate load on the environment (ELR = 2.08). Considering a scenario where sugar-cane crops, orchards and pasture areas are converted from conventional to organic management, watershed's emergy performance improved, reaching a new renewability of 38%, but it is still not enough to be considered sustainable.  相似文献

相思湖湿地公园是南宁市打造"中国水城"品牌的重要建设项目,既保护了湿地资源,也发挥了巨大的生态环境、经济及社会效益.就已完成景观绿化亮化提升工程的相思湖湿地公园展开相关调查,对其生态多样性进行分析及按照相关标准计算湿地景观特征指数,评价了其现状并提出保护对策.相思湖湿地公园具有丰富的动植物资源,从水域、林地、草地、沼泽、滩涂五种景观类型的数据可以看出:水域面积占到了52.74%,说明湿地功能显著;破碎度最大的是草地跟林地,分别达到了1.29和0.81,说明南宁市生态恢复工程和绿色提升工程效果明显.相思湖湿地公园是保护和利用当地湿地资源的有效措施.  相似文献

陕西一直实行"以农补工、优先发展城市、优先发展工业"的倾斜性战略政策,使得城乡在资源分配和社会事业发展等方面存在较大的差距,农村发展处于劣势地位,尤其是农村公共物品未能得到有效供给,其供给主要是采取以政府为主导的模式。研究利用陕西农村1990-2008年的时间序列统计数据,通过构建陕西农村经济发展的9个评判指标并对其分别赋予不同的隶属度,运用模糊评判法,对陕西农村公共物品供给的经济发展阶段进行了定量评判。实证研究表明,自20世纪90年代以来,陕西农村地区整体上处于经济发展的第二个阶段,即经济发展的成长阶段。因此,陕西应主要采取以政府为主导型的农村公共物品供给模式,而私人(市场)供给只能作为农村公共物品供给的少许补充。农村公共物品供给模式应根据经济发展阶段作出选择,以期实现各个时期农村公共物品供给的最优化:考虑不同地区农民的需求意愿,改革"一刀切"的供给模式;扭转农民负担部分公共物品供给成本的局面。  相似文献

An existing model of radiocaesium transfer to grasses was extended to include wheat and barley and parameterised using data from a wide range of soils and contact times. The model structure was revised and evaluated using a subset of the available data which was not used for model parameterisation. The resulting model was then used as a basis for systematic model reduction to test the utility of the model components. This analysis suggested that the use of 4 model variables (relating to radiocaesium adsorption on organic matter and the pH sensitivity of soil solution potassium concentration) and 1 model input (pH) are not required. The results of this analysis were used to develop a reduced model which was further evaluated in terms of comparisons to observations. The reduced model had an improved empirical performance and fewer adjustable parameters and soil characteristic inputs.  相似文献
