权力是统治阶级的权力,是统治阶级统治力量和意志的体现,是为统治阶级的利益服务的。在社会主义社会,权力是人民的权力。保证权力的人民性必须有相应的权力运行机制,在根本上则取决于领导干部树立正确的权利观,坚持为民执政、为民勤政、为民廉政。     

基于移位原理的顺序控制器研究

本文根据PLC顺序控制程序的设计思路,阐述了用常用集成数码移位寄存器、电力电子开关电路和少量外围电子元件构成移位控制器的原理,根据此设计思路制作的移位控制器经过在实验室环境下运行,证明了设计方案的可行性。     

Experimental investigations of the effect of new passive safety systems on the temperature state of fuel elements

New method for measuring an optical property of a sample treated by FWA

In this article, a new method for measuring a total spectral radiance factor of a FWA‐treated sample illuminated by a specific standard illuminant is introduced. The method replaces an unstable real fluorescent standard by a bi‐spectral luminescent radiance factor data, which works as a virtual fluorescent standard (VFS) by knowing spectral intensity distributions of illuminations applied to the sample. The method utilizes two illuminations I₁ and I₂ whose relative spectral intensity distributions are different from each other and synthesizes a virtual illumination presenting the identical fluorescent spectral radiance factor to that presented by the standard illuminant with the VFS of the specific bi‐spectral luminescent radiance factor by linearly combining I₁ and I₂ with the suitable weighting factors. The applicability of the method is examined in principle by comparing ISO brightness and CIE whiteness index of fluorescent standard paper as a test sample obtained by this new method to the assigned values. © 2007 Wiley Periodicals, Inc. 火电机组运行优化系统的现状与展望

简单回顾了国内外在火电机组运行优化领域的研究历程，列举了目前国内外市场上针对火电机组的各种主流运行优化产品的功能特点和应用情况，分析了国外引进产品和国内自主研发产品在中国当前市场环境下各自的优势和劣势。介绍了当前运行优化系统在国内电站机组的应用现状，阐述了国内外运行优化系统在实际应用中存在的问题，并提出了相应的改进意见。对机组运行优化系统的未来发展进行了展望，指出机组运行优化系统将利用先进技术设备和信息平台，与电站管理紧密结合，在日益规范的市场中不断发展完善，为提高电站经济性发挥更大的作用。     

Silicon power MOSFET at low temperatures: A two-dimensional computer simulation study

Understanding how the structure of the unit-cell affects the cryogenic performance of a Si power Metal Oxide Semiconductor Field Effect Transistor (MOSFET) is an important step toward optimizing of the device for cryogenic operations. In this paper, numerical simulations of the Si power Double Diffused MOSFET’ (DMOS) are performed at room temperature and cryogenic temperatures. Physically based models for temperature dependent silicon properties are employed in the simulations. The performances of power DMOS’ with various unit-cell structures are compared at both room temperature and low temperatures. The effect of the cell structure on the on-resistance and breakdown voltage of the device are analyzed. The simulation results suggest that the device optimized for room temperature operation can be further optimized at cryogenic temperatures.     

Means of enhancing and promoting the use of solar energy

The development of renewable technologies in the last decade has been exceptional. In photovoltaic (PV) for example, efforts were not only limited to merely improving their efficiency but also to the reduction of the cost of cells and modules via volume production for commercial markets. There are many national schemes promoting the use of PV technology and regional targets for a share of renewable energy production. This paper attempts to relay to the reader a journey, based on experience, approaches for enhancing the prospect of utilising solar energy within the society we live in. The issue of expansion or enhancing the utilisation of solar energy can be undertaken by individuals, groups, institutions and governments. The aim of this paper is to provide some examples, which could serve as a framework in which action could be taken to promote solar technology.

海上无人驻守简易平台设计是降低原油成本的重要手段之一,密闭循环涡轮发电机组(Closed Cycle Vapor Turbogenerator)是海上无人驻守平台上应用最可靠且低维护的远程发电系统。介绍CCVT这种发电机组,并讨论了在海上工程设计中需要考虑的问题,为今后简易平台上电站的选择设计提供参考。     

Quantitative evaluation of generator power control effect of FACTS controllers for power system stabilization

The advancement of power electronics technologies has significantly developed the power system stabilizing controllers. Quantitative as well as qualitative evaluation of their effectiveness in power systems is a matter of great importance for the feasibility investigation of these apparatus. In this paper, the possible control region of FACTS controllers with series and/or shunt configuration in a single machine to infinite bus system is formulated in the powerangle curve with a set of algebraic equations. The effectiveness of TCPST (Thyristor‐Controlled Phase Shifting Transformer), SSSC (Static Synchronous Series Compensator), and TCSC (Thyristor‐Controlled Series Compensator) for the improvement of the transient stability is evaluated quantitatively as a numerical example. The correctness of the proposed method has been confirmed by analysis based on the electromagnetic transients simulation with a detailed system model. © 2001 Scripta Technica, Electr Eng Jpn, 138(3): 43–51, 2002
