建筑设计创作要和我国基本国情相适应

进入21世纪以来,在国家一系列政策的带动下,我国掀起了“城市黄金时期”的大规模工程建设高潮。与此相适应,我国建筑设计创作也进入了一个空前繁荣的历史时期,这是时代的主流。但不可忽视的是一些抄袭仿制,千城一面,标新立异等的建筑却屡有再现,这都反映出建筑设计创作中还存在着与我国现阶段基本国情不相适应的状况。为此,笔者分别在公共建筑设计创作中提出了六点建议,在居住建筑设计创作中提出了三点建议,以促进建筑设计创作在科学发展观的指引下,持续走向繁荣。

Marine science and technology transfer: Can the Intergovernmental Oceanographic Commission advance governance of biodiversity beyond national jurisdiction?

Marine scientific research is crucial to forge solutions in the development of a new international legally binding instrument for the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction (ABNJ) under the 1982 United Nations Convention on the Law of the Sea . The transfer of marine technology, capacity development and marine genetic resources are key issues. This paper examines how the Intergovernmental Oceanographic Commission (IOC), as a competent international organisation for marine scientific research and technology transfer, can inform the development of the instrument. Synergies between marine technology transfer and non-monetary benefit sharing of genetic resources are illustrated. Four key lessons from the IOC are examined: 1. Coordinating international cooperation in marine scientific research; 2. Enabling open access to data and knowledge; 3. Facilitating capacity development through scientific training and education; and 4. Governance of marine scientific research. Realising the potential of the IOC to advance governance solutions for ABNJ will depend on increased political will from Member States and strengthened partnerships to reduce resource constraints and enhance the IOC's capacity at global and regional scales.     

无人机航测技术在广东省和平县第三次全国国土调查中的应用

第三次全国国土调查是查实查清我国国土资源利用现状的重要手段,对提高国土资源利用效率和建设信息化社会有着积极的推动作用。本文以广东省和平县第三次国土调查项目为基础,将无人机航测技术应用于本次三调中,快速的获取了调查区高分辨率的航拍影像数据,结合GNSS技术等进行外业核查和补绘,生产出了符合三调精度要求的DOM、DEM产品,对编制各类工作底图奠定了基础。实践证明,将无人机航测技术应用第三次全国国土调查中具有明显的优势,主要体现在精度高、效率快、成本低、利用率高等方面。     

国家重大工程资料整理归档的方法与实施

从国家重大工程项目的立项论证、实地勘察、图纸设计、施工监理招标、建设施工、设备采购、调试安装、试运行及验收等方面,详细阐明了文档资料归档的种类、组织实施的主体依据方法、验收移交管理要求等,规范了重大专项工程建设文档资料归档的管理,对专项工程项目文件资料归档管理具有参考指导意义。     

地理国情普查数据预处理软件主体功能设计

为满足地理国情普查数据库建设技术设计要求,全国各省市普查数据成果都需要进行全面的入库前预处理。处理过程烦琐,若采用人工方式,工作效率低下且数据质量难以保证。本文依托丰富的实际生产经验,在进一步筛选和不断总结的基础上,对地理国情普查数据预处理软件进行了主体功能设计。     

地理国情监测中地理格网的生成方法与应用

地理国情监测除获取基础地理信息之外,更加关注社会专题信息,因此,需要将基础地理信息与社会专题信息进行有效整合。该文根据最新的地理格网国家标准文件,按照区域内的具体情况和统计分析要求,制作地理格网文件,并以川西城市群人口数据为例,生成了人口格网化专题地图,为接下来的综合地理国情信息的统计分析与评估给予了一定的启示,促进了地理国情监测工作的开展。     

The Utility and Organization of a College Field Course: Examining National Park Management

Abstract

This article reviews the benefits of field-based instruction, particularly as it complements traditional classroom learning. It suggests that direct observation and hands-on learning associated with field-based instruction raise students' interest level and improve their understanding and long-term retention of targeted concepts. In addition, planning, implementation, and evaluation strategies are provided and recommendations are outlined for instructors interested in organizing or improving a field course at their learning institution. The park management field course offered between spring and summer semesters at Oklahoma State University provides an example of the major components of a successful field course.     

电子政务建设应注意军事应用的几个问题

电子政务的运行模式必将促使国防动员、军队决策指挥 ,以及战场信息应用等环节发生相应的变化。建设电子政务将促进国防动员工作规范化、制度化 ,将创造条件实现政府对军队的信息支援 ,将有利于未来战争数字战场环境建设。建设电子政务系统和“数字城市”、“数字省区”时 ,应结合国防动员和信息支援的问题从顶层构架 ,统盘考虑军事应用 ,同时制定法规和标准     

台湾地区国家公园建设与发展

自从 １９７２ 年台湾地区实施 “国家公园法”以来, 目前已建立了六大国家公园, 对保护台湾岛的特有自然风景、野生动物和历史文化发挥了重要作用。此外, 台湾地区国家公园还为发展旅游和研究生态学、地学提供了理想的场所。台湾有丰富的资源建立国家公园, 其规划除遵循国家公园的国际标准, 还针对台湾地区地景、生物多样性的特点进行国家公园的规划与建设。台湾地区国家公园规划的主要内容包括： （１） 资源调查与分析; （２） 自然保护与发展政策制订;（３） 国家公园系统规划; （４） 国家公园经营管理规划; （５） 旅游区规划与设施建设; （６） 国家公园生态保护、解说系统。
